and the removal of Article 4 of the VN Constitution

In this article, Writer BUI MINH QUOC who lives in Dalat, VN, raised the arguments why Article 4 of the Vietnam Consitution should be abolished. He first cited the works of such famous professors, writers and scholars whose names are very familiar to the intellectuals and the people of VN; such names as: Prof. Phan Dinh Dieu, Dr. Le Dang Doanh, Political Analyst Le Hong Ha, History Scholar Lu Phuong, Writer Mai Thai Linh, Dr. Ha Si Phu etc. All these authors have the same common view: Keeping Article 4 of the Vietnam Constitution is not beneficial for VN, and is against the interests of the people. Following is Article 4: "The Communist Party of Vietnam, the vanguard of the Vietnamese working class and loyal representative of the interests of the working class, the working people and the whole nation, who adheres to Marxism-Leninism and Ho Chi Minh’s thought, is the force assuming leadership of the State and society.

All organisations of the Party shall operate within the framework of the Constitution and the law."

This Article indicates the dictatorship and the prevalence of the CPV above everything; the Party is virtually under no controls or checks, which result in numerous problems for the nation ( citing the uncontrollable corruption and the violations of human rights)

For the sake of saving VN from the undesirable effects of a dictatorship and a communist state; the above writers and thinkers put forward a two-point solution:

- Removing Article 4 of the Constitution

- Adopting the social democratic model with a multi-party and democratic parliament of the Northern European countries (of course, with the necessary adjustments for VN).

They all reject Nguyen Duc Binh’s arguments of sticking to the one-party socialist model and the Ho chi Minh thought. NDB was a Politburo member and Director of the National Institute of Politics.
