The rising to destroy the communist regime in Vietnam NGUYEN BA CAN Former Prime Minister of the Republic of VN In the past 30 years, the Vietnamese refugees all over the world have always struggled for the elimination of the Vietnamese communist regime . What they have waited for so long is a rising in the homeland to dismantle communism and move VN to a new chapter: Freedom and Democracy. Efforts have been made by a number of religious leaders and democracy activists for religious freedom and democracy, regardless of the communist oppression and arrests/imprisonmen ts that they have incurred, sometime over decade(s). In 2007, however, an event made everything change after peasants and victims of injustice gathered and moved from Tien Giang and Southern provinces to the 2nd office of the National Assembly at the corner of Hoang van Thu & Ho van Hue Street, Saigon, for their 27-day sit-in protest, before being dispersed and forcibly returned to their local districts/cities by the communist police and security forces plus gangs (hired by the communists). The communists thought that they have resolved the matter; but only a week or two, the victims of injustice gathered again in Saigon, Hanoi, and other provinces to continue their claims against illegal confiscation/ seizuse of their lands/houses by the local authorities without proper compensations. The matter of injustice victims cannot be resolved without a dissolution of the communist regime. And the mass movement created by the injustice victims can lead to the collapse of the regime should three following factors be met: - The factor of leadership: The mass is the champion strength; but they need a leadership. The democracy activists and intellectuals in the homeland need to devote themselves without reckoning for their advantage to help the victims of injustice organize into a force, like what the Eastern European and Ukrainian struggle forces did previously to win their battle. - The factor of armed forces: There is a need to persuade or convince the armed forces to stand with the people in their risings, like Yeltsin did in the 1991 Russian Revolution. He won! Because the troops are children of the families, they can lean to their parents’ points of view and act against the regime. Let’s try! - The factor of globalized integration: There is a need to push for an overwhelming privatization of the economy. When the army generals have no more interests in the state or military firms then they may stand with the people in the people’s risings.
